According to the taxis of regional innovation in China. The ability of innovation of inner Mongolia is lower than other districts. Both knowledge innovation and knowledge fluxion get lowest scales in the five guidelines. They are relativity to higher education. This thesis analyzes that the higher education has an effect on ability of regional Innovation in inner Mongolia so that we alter and improve the ability of knowledge innovation and knowledge fluxion.
