【摘要】 随着我国社会主义市场经济的全面发展和我国高等教育规模的持续扩张,教育经费严重不足所引发的规模和质量问题、投入与效益问题等已成为经济学界和教育学界关心的问题。符合市场经济收益与付出对等原则的高等教育私人成本分担方式,作为教育经费的一种重要的补偿方式,既改变了以往的国家单一高等教育成本分担方式所引发的经费投入不足、使用和配置不合理等情况,又体现了高等教育公平与效益的原则。通过对高等教育的成本内涵、实行私人成本分担的理论基础、实行私人成本分担的意义等分析,给高等教育收费提供了政策依据和原则。同时在制定高等教育私人成本分担政策时,应注意我国经济发展的结构不平衡和地区差异以及我国现阶段公民的承受能力,保证私人成本分担政策和收费的合理和公平。更多还原

【Abstract】 With the full development of socialist market economy and the continual enlargement of higher education in our country, the problems of scale and quality, input and efficiency caused by lack of education funds have become the problems which have drawn attention from the economical circles and educational circles. As an important compensable means for educational charge, the private cost share and charge in higher education,according to equity principle of market economy profit and input,not only changes the lack of charge and irrationality of employment and arrangement in the past caused by the mono-state investment in higher education,but also embodies the equal and efficiency principle in higher education. Through the analysis of the cost connotation, the theory foundation and the significance of implementing private cost share, it provides policy basis and principle for higher education. Meanwhile, when drafting the cost share principle in higher education, we should pay attention to the unbalanced structure of economical development, the differences in different districts and the citizen’s enduring ability at present, and guarantee the rationality and justice of private cost share’s policy and charge.更多还原
