【摘要】 运用养老保险基金收支、职工抚养比以及社会保障财政负担等几项指标对阜新地区与其它经济发达地区的社会保障情况进行了比较,分析出阜新地区社会保障差距形成的一些原因:历史性、体制性,结构性等方面的原因,并从国家和地方两个角度对解决阜新地区保障资金缺口问题提出了诸如国家财政倾斜、建立地区社会保障救助基金、完善地方财政转移支付制度等建设性的建议。更多还原
