【Abstract】 The staff of scientific research administration is an important element in the management of colleges, who plays a decisive role in their development. Of the staff of the newly-built colleges, very few have advanced educational background, its age structure is fairly old and it is short of knowledge of management. There exist a lot of problems in the goal and approaches of administration. The present task of those colleges is to build a staff of high quality, set up effective administrative rules and regulations and a creative system so as to raise the level of management and make sure of the realization of the goal.更多还原
