【Abstract】 In the late Qing Dynasty,the Qing Government implemented large-scale legal system reform "from top to bottom",which was regarded as an extremely important event during the development of Chinese law system in the 20th century.With the initial expectation of solving various social conflicts that had become increasingly intense then,the reform accelerated the transformation from the traditional legal system to the modern legal system objectively.Its historical value should not be underestimated.更多还原
