【摘要】 我国是一个农业和农民大国 ,近 1 3亿人口中有 9亿多居住在农村。制约中国现代化事业的最大障碍 ,不在城市 ,而在农村。研究和思考中国现实一切重大社会问题 ,必须从这一基本国情出发。形成我国“三农”问题的根本原因在于建国以来实行的城乡二元结构的制度层面 ,只有从制度伦理的高度给予农民和其他社会成员一样的国民待遇 ,从政治和经济意义上使农民成为真正的“自由人” ,才能彻底解决长期困扰我国经济、社会可持续发展的“三农”问题。更多还原

【Abstract】 The fundamental realities of China are that China is a large agricultural country with over nine hundred million people living in the countryside. The basic cause of the issue concerning agriculture, countryside and farmers is the dual system that the country has taken towards the country and city.
