【摘要】 中共中央于"十六"大后,明确提出了振兴东北老工业基地的发展方针。在这一时代背景下,作为东北经济的龙头大省———辽宁又该如何把握这一发展契机,该采取何种发展战略,充分发挥国家政策的支持作用,使辽宁经济能快速、持续、健康地发展。针对技术创新对区域经济的促进作用,分析政府在区域技术创新体系中的作用,通过对辽宁产业竞争能力、创新能力、创新效率的分析,提出在短期内,通过技术创新振兴辽宁经济,应重点关注石油加工及炼焦业、钢铁工业、化学工业、机械制造业和电子信息产业。更多还原

【Abstract】 The decision of the central committee of the Communist Party of China on the development of the traditional industrial base of Northeast China has been adopted in the 16th Congress. In this background, Liaoning province, the top economic province of Northeast China, should draw up what kind of development strategy to grab the development opportunities. The author of this paper analyzes the role of government in the regional innovation system. Through the analysis of industrial competitive ability, innovational ability and innovational; efficiency, the argument is that the government should make reasonable technical innovation strategy focusing on oil-reefing industry, iron and steel industry, mechanism-manufacturing industry and electronic information industry.更多还原
