【摘要】 资源安全是国家安全的重要组成部分,影响到国家的政治、经济、国防、社会等各个方面。我国小康社会的全面建设,对资源安全提出了更高的要求。矿产资源问题是国际争端的根源,西方大国一直在加紧争夺全球矿产,渗透到了全球各主要矿产资源富集区。而我国的国内资源供应不足,"走出去"战略力度不够,资源供应问题正面临着巨大的挑战。深刻分析了我国矿产资源安全面临的形势和问题,并提出了我国矿产资源的安全战略与措施,认为解决我国的资源安全问题要树立资源观念、建立相关的法律体系、给予政策支持、鼓励科技创新、培育矿业集团、建立资源储备及加强资源管理。更多还原

【Abstract】 As an important part of national securities, resource security affects all aspects of the country, such as politics, economy, society, national defenses, etc. The construction of Chinese well-being society brings forward higher requirements to resources security. Mineral resource security is a rootstock of international issues. Some western giant countries scramble for mineral resources and pervade into every major mineral-rich areas all over the word. In China, however, mineral supply is insufficient and "Going Overseas " strategy is deficient, which leads to formidable challenge. This paper deeply analyzes all problems of mineral resources that our country faces, and puts forward security strategy and measures for mineral resources of our country, holding the view that to ensure mineral resources security, we should establish resource security conception, build up related law systems, provide policy supports, encourage science and technology innovation, cultivate mineral groups, build resource reserve system and enforce resources management.更多还原
