【摘要】 国家自然科学基金的设立、运行与发展 ,是我国在从计划经济向市场经济转型过程中将竞争机制引入科学研究及其管理的具体实践 ,也是政府对科学事业的管理迈向国际化的重要一步。科学基金管理在成功地引入了同行评议制度开展事前评价之后 ,能否再次引入国外普遍采用的绩效评估方法以开展科技基金的事后评价 ?本文从国家自然科学基金绩效评估的作用、原则、层次等基本问题出发 ,对相关问题进行了思考。更多还原

【Abstract】 Peer review system as an ante evaluation tool, which was introduced successfully from developed countries with the establishment of the National Natural Science Fund in early 1980s, plays an important role in the operation and development of the National Natural Science Foundation of China (NSFC). When performance evaluation has become more and more important and popular for research management in OECD countries and some developing countries in last two decades, can it be also applied in R&D policy-making and funding system during socio-economic transformation of China? The paper discusses issues related with performance evaluation at NSFC and gives some suggestions.更多还原
