【Abstract】 The third generation of the administration group headed by Jiang Ze-ming has put forward a strategy of socialist concept of governing the country with law and moral. This strategy has abundant and profound theoretical origin. This paper deals with the origin and reflections over the thought in the history of ancient China and modern western countries.
