【Abstract】 The organizational principle of the "traditional" public education system was the bureaucratic hierarchy featured by the government’s central control and monopoly over public education. Nowadays, the bureaucratic hierarchy in the rapid change of the society has revealed many malpractices and has become the "object" of different social groups’ criticism of the public education system. It is the common practice of many countries to restructure and reconstruct the public education system featured by bureaucratic hierarchy and the core idea for dominating the reform of state-run schools and improving the quality, efficiency and benefit of the public education. Facts show that the decentralization of educational power has transferred the "traditional" mode of the public education system and brought about innovations of modern school system.更多还原
