【Abstract】 This paper, based on the current situation of period measurement and payment of the highway engineering in China, brings forward and implements the period measurement and payment system of the highway engineering according to the demand in the highway engineering supervision and with accordance of distributing system structure of networks, database and three-layer Client/Server.
