【Abstract】 The problem of energy security should be seriously considered in transport policy. External costs, such as the investments and expenses in energy sources, environment protection and traffic accidents, must be internalized when pricing the freight and passenger transportation. This paper therefore expounds a new object function of the transport multiple costs, and takes energy cost as an example to analyze the effect of internalization of external costs. Then, a mathematical model for optimal the total transportation evaluation index system is developed.更多还原
