【摘要】 本文基于对四川、云南、贵州、广西、甘肃、新疆、西藏、浙江、河南、辽宁等11个省的道路交通安全问题调研,提出交通事故周期性特点及机理,并阐述交通发展阶段性论点。针对不同发展阶段提出不同的交通安全管理目标及对策,特别是对同时存在于三个阶段的交通安全问题的如何分级管理问题,将传统的事故后治理的机制转变为事故前预防的工作机制,并辅以交通安全评价体系、交通安全保障体系和事故救援体系,实现交通安全管理工作各环节的无缝衔接,提高交通安全管理的实效性。更多还原

【Abstract】 Based on the investigation of eleven domestic provinces including Sichuan, Yunnan, Guizhou, Guangxi, Gansu, Xinjiang, Tibet, Zhejiang, Henan, Liaoning. Periodic characteristics and the mechanism of road traffic accident are pointed out by authors, and a stage issue of the traffic development is expounded. Aiming at the different stages, authors point out that different management targets and countermeasures should be taken respectively for the problems existing in the three stages. Then, a graded management mode that lays a strong emphasis on accident preventability instead of accident punishment is put forward, and at the same time the appraising system, ensuring system and the accident rescue system of the traffic safety to improve the management efficiency of road traffic safety are established in this paper.更多还原
