【Abstract】 Severely affected by the planned economy, the traditional industrial base formed an unreasonable economy structure, featured by advanced industry but weak agriculture and service. With the process of industry upgrading, the laid-off workers and their employment became a severe social problem. It goes for sure that the appropriate solution to such issue will be the basic support to the success of industry upgrading. The article adopts a bias share analytic approach to give its solution.更多还原
