【摘要】 在分析土地整理运行机制和评价我国现行土地整理运作模式的基础上,针对现阶段我国土地整理存在融资渠道单一、土地整理意识不强、规划设计不到位、缺乏公众参与、产权与利益分配制度不完善、相关配套政策不健全等问题与不足,提出我国土地整理全程产业化的发展方向。接着分别从设计科学化、融资多元化、开发专业化、利用高效化与土地整理项目管理的科学化、土地整理项目实施的高效性、土地整理工作开展的持续性、区域土地持续利用的典范性、区域农业发展的引导性等方面阐述了土地整理全程产业化的内容体系和基本特征。据此结合我国实际情况,提出创建土地整理全程产业化运作的市场机制、建立土地整理成果的标准化管理体系、构建土地整理的生态环境影响评价制度、完善土地整理中土地权属调整的利益分配机制和健全土地整理的相关法律法规体系的土地整理全程产业化政策保障体系。更多还原

【Abstract】 First base on analyzing the mechanism of Land Consolidationg and evaluating the current operation of Land Consolidation,aim at the problems and shortages of Land Consolidation such as the ways of financing is deficient,the consciousness is superficial,planning design is not professional,public participation is absent,the system of property right and behalf distribution is not consummate,correlate policy is not consummate and etc,this thesis bring forward the complete process industrialization of Land Consolidation.Secondly, this thesis expatiate the content system and base character of complete process industrialization of Land Consolidation.Hereby with considering the current circumstances in China,the thesis advance the guarantee policy system such establishing the operation market system,standarlization manage system,environment influcence evaluate system and consummating behalf distribution system,correlate law and status system.更多还原
