【Abstract】 It is the direction of the project bidding system reform to apply the non-price bottom bidding system under the mode of valuation with bill quality of construction works in China. In this paper, the significance of implementing the non-price bottom bidding system is analyzed and emphasis is put on the workout of the non-price bottom bidding, valuation and so on.
