【Abstract】 Based on the theory of economics concerned with the choice, deployment and application of rare sources, with application of the principle in public option theory and meta-element theory about profit option and meta-elements, this paper has discussed the basic connotations and the subjects about the relationship between the universities and the government, has further proposed its interaction mode and the four elementary joints in running it.
