【摘要】 高等教育客观上存在着"精英教育→大众教育→普及教育"这一发展演进趋势。如果以毛入学率15%—50%为划分标准,我国高等教育在2002年就已经进入了大众教育的初级阶段。但目前我国高等教育存在的主要问题是:对大众教育的认识还存在着误区,办学主体与学校定位还有缺陷,同时还存在着优质师资短缺和办学经费不足等问题。加快我国大众教育发展的步伐,必须处理好精英教育与大众教育的相互关系,实行办学主体多元化与学校定位分层次相结合;必须实行师资的短期挖潜与长期培养相结合,并且要多渠道筹措办学经费,增强高校发展后劲。更多还原

【Abstract】 An evolution trend, "elite education → mass education → popularization education", exist impersonally in the development of higher education. With the measure standard of total enrollment college rate 15%-50% in the higher education, China has already entered the early stage of mass education in 2002.
