【Abstract】 There are definitely relations between government guiding and disadvantages in HEE exam, which is an important factor to identify the relations of government’s leading system in HEE exam. The disadvantages of HEE exam mainly lay on its narrow-mindedness and negative guiding functions for the middle education, and the vital reasons of producing these disadvantages are inner motive of examination trends and the imperfect of both idea and technology in present HEE examination.
