【Abstract】 This paper primarily establish the alternative plan which included the cost— benefit analying method,plan contrasting- alternating method,expert judging method and weighting method,etc.Combining with development of the Hun nan New District in Shenyang,from economic development and environmental protection,this paper determined the alternative plan from the higher level and the wider range to reach both established developmental goals and environmental protection request.更多还原
