【Abstract】 As an economic phenomenon cluster which is a unique innovation system in essence has attracted wide attention. The cluster’s life can be maintained for a long time through increasing the capability of the cluster’s innovation. The differentiation between the innovative cluster and the ordinary cluster is the capability of innovation.
