【摘要】 扩大公民有序政治参与基层民主的内涵 ,主要指包括在村民自治、居民自治、职代会等民主管理制度中为主体的一般公民 ,坚持党的领导、人民当家作主和依法治国的有机统一 ,以实现社会主义民主政治的制度化、规范化和程序化。经过多年的探索 ,虽然取得了显著成绩 ,但也存在一些不容忽视的问题。发展方略应在提高公民素质是关键 ,完善有关法规制度是保证 ,扩大公民参与是重点等方面上下工夫更多还原

【Abstract】 Democracy at the level of grass roots stands for the common people as the mainstay in villagers’ autonomy, residents’ autonomy, representative meeting of workers and others. They must adhere to the Party’s leadership and governing a country according to law. Through many years’ exploration, some results have been achieved, but there exist some problems.
