【摘要】 为了避免建设项目带来危害公众利益的环境问题,对在环境影响评价中公众参与的现状进行了研究,发现对公众参与还没有形成独立的法律体系,缺乏具体的技术实施规范,难以保证公众参与的有效性。针对存在的问题,提出了建议:1)加快公众参与的法制建设;2)制定具体实施规范,进行分类管理;3)从多方面着手增加公众参与的有效性。更多还原

【Abstract】 Along with the development of construction projects,some environmental problems have harmed the public benefit.In order to avoid those environmental problems,the article studies the situation of public participation in environmental impact assessment.We find the absence of independent jurisprudence and technical criterion.It is very difficult to ensure its validity.Aiming to above problems,we put forward some advices:1)to promote the legal construction of public participation;2)to establish the idiographic actualized critera and classes to manage;3)to increase the validity of public participation from multimode.更多还原
