Something confirmed by administrative orgnazation has always been questioned in civil lawsuit.According to a standard that if Administrative confirmation could be affirmed visibly and great illegal,court will be able to make a confirmation directly.Otherwise,court should obey the rule Administrative confirmation first,civil trial followed.
