【Abstract】 Through an analysis of interests in the reform process in the case of extra-system reforms, this paper concludes that there is non-Pareto improvement in China’s reform, and the reason for the loss of interests is the malposition of government functions. Therefore, the transformation of government functions based on rational release of "government’s right of planning" must become the emphasis in the reform ahead.更多还原
