【摘要】 实行依法治国的基本方略 ,首先要全面实施宪法。在全社会树立宪法意识 ,维护宪法权威 ,是宪法得以全面实施的重要前提。在现行宪法第四次修正案通过之际 ,本文从宪法是国家的总章程 ,反映人民意志的根本法 ;宪法是民主制的胜利宣言 ,人民权利的保障书 ;是社会主义的旗帜 ,初级阶段的行动指南 ;是执政兴国、全面建设小康社会的根本法律保障等方面展开对宪法的再学习 ,再认识更多还原

【Abstract】 It is the most essential to fully observe the Constitution if China is to carry out the basic strategy to rule the country by relying on laws. However, the precondition for the full observation of the Constitution is to enhance people’s consciousness of the Constitution and maintain its authority. The present paper intends to reinforce people’s understanding of the newly amended Constitution (the 4th revision) in the following four aspects: (ⅰ) it is the general charter and fundamental law that reflects people’s will; (ⅱ) it is an official stress on democracy and a guarantee of human rights; (ⅲ) it is an affirmation of socialism in China and a guideline for construction at its initial stage; and (ⅳ) it is a legal guarantee to flourish the country with government administration and to build a well-off society in an all-round way.更多还原
