【摘要】 本文通过对国外在最近20年左右时间内随着社会、经济、政治状况的改变而出现的有关公众参与城市规划的理论及思想基础的发展进行总结,从思想基础、政治基础和方法论基础三个方面揭示了公众参与作为一项社会活动,在社会、经济、政治和社会思潮的变化过程中所具有的互动作用,而这样的一系列变化对城市规划体系的运行、对规划师的思想观念、规划方法等方面也产生了深刻的影响。要真正全面认识当代西方城市规划的发展,公众参与是其中不可缺省的重要方面。更多还原

【Abstract】 The article reviews some literatures aboutthe theories and the thought foundation on publicparticipation in urban planning after 1980s. We findthat the Pluralism and Rawls’s Justice theory stipulatethe ethical tropism of public participation, the conceptsof Civil Society and the Third Way are the politicalframework of public participation, and Habermas’scommunicative theory provides the methodology ofpublic participation.更多还原
