【Abstract】 On the basis of the game theory and method,this paper deals with the welfare and profit of a toll road that is built and operated by private companies under a BOT scheme.The paper discusses how the government controls the building and operating of the toll road so that the toll road can not only bring the profit to the private companies but also create welfare for society.Some inportant conclusions are reached,which provide important theories for the government to manage the traffic BOT project.更多还原
