【摘要】 防灾减灾是当前社会各层面普遍关注的一个热点。北京海淀首届城市防震减灾(国际)论坛正是顺应了形势的发展和要求。“论坛”的定位在城市,即在城市建设飞速发展的今天,如何加强城市的防震减灾工作。会上来自国内外的政府官员、专家学者和社会有识之士从不同的方面共同探讨了公共管理、突发灾害、人居环境与城市防震减灾的关系。得出了政府主导社会参与从单一灾种的减灾转向以防御为主的综合减灾的大观念。辅之于“论坛”的三个参观考察内容,展现出海淀区近年来在防震减灾工作成果。“论坛”的举办对海淀区,乃至北京市的防震减灾工作具有推动作用。因此得到了社会各界的支持和媒体的关注。更多还原

【Abstract】 Taking precautions measures against earthquakes and Alleviating other natural disasters is now a hot topic that draws wide attention of the whole society. In accordance with this developmental trend and requirements, the Haidian District of Beijing City hosted The 1st International Forum on Taking Precautions Measures Against Earthquakes and Alleviating Other Natural Disasters in Cities. The forum focused mainly on how to enhance the preventive measures against earthquakes and other disasters in booming cities. Government officials, earthquake experts, and famous scholars of the society from both home and abroad participated the Forum, the relationships between public management, abrupt disasters, living conditions, and prevention of earthquakes and alleviation of other natural disasters were discussed. A conclusion was reached that, under governmental guidance and with social participation, taking precautions measures against a certain disaster should be extended to taking comprehensive precautions measures against all kinds of disasters. The forum was supplemented and enriched by three exhibitions related to the forum, which displayed Haidian District’s fruitful work of taking precautions against earthquakes and alleviating other disasters in recent years. The forum has promoted?the work of taking precautions against earthquakes and alleviating other natural disasters in the Haidian district and even the whole city of Beijing, and therefore it was widely supported by the society and covered by the mass media.更多还原
