【Abstract】 Enhancing agriculture, developing countrysid economy and increasing peasants’ income are the most important problems of current economic work. To solve these three problems, it is essential to root cause and symptoms, to be based on whole planning of urban and countryside development, and to focus on systematic construction. Establishment of agricultural system should gain a foothold on market, and emphasize organizational function of government and promotion of scientific and technologic innovation. Then it’s possible to build they agricultural system whose framework is basic distribution system, market system and supporting proction system.
