中国基于单位劳动成本的多边竞争力指标研究
Multilateral Unit Labor Cost-Based Competitiveness Indicator for China
【摘要】 自1983年以来,IMF做了大量研究工作,开发了信息通知系统(INS),以促进对基金组织成员国汇率政策的监督。修改后的INS(Zanello和Desruelle,1997)为在多边框架内测算一国的竞争力提供了一种系统的方法。其后,Turner和Golub(1997)扩大了国家范围,他们基于相对单位劳动成本的实际有效汇率(REER-ULCs)指标就是根据该系统计算出来的。基于制造业部门的单位劳动成本的实际有效汇率指数被认为是衡量国际竞争力的有用指标。本文意在沿着Zanello和Desruelle(1997),Turner和Golub(1997)的思路,根据IMF的信息通知系统估计中国的竞争力,为这些问题提供一些新的观点和信息。本文详细讨论了研究涉及的数据问题,还探讨了从估计INS中得到的政策启示。
【Abstract】 Since 1983 a substantial research effort has been undertaken at IMF to develop the Information Notice System(INS) to facilitate surveillance over the exchange rate policy of Fund members.The revised version of INS(Zanello,and Desruelle,1997)provided a systematic method to measure a country’s competitiveness in a multilateral context.Then Turner and Golub(1997)extended the range of countries,their multilateral real exchange rate indicators based on relative unit labor costs(REER-ULCs) were computed according to this system.Real effective exchange rate indices based on unit labor costs in the manufacturing sector have been considered as the useful indicators of international competitiveness.This study aims to follow in the footsteps of the work of Zanello,and Desruelle(1997),Turner and Golub(1997) to provided new insights and new information of these issues by estimationg China’s competitiveness following the IMF’s Information Notice System.The data issues involved in the study were discussed in detail.The policy implication of the estimation of INS eas explored
