【摘要】 城市化的实质是人口城市化、土地城市化和经济城市化的三位一体,城市化进程中城乡结合部土地利用存在着城市规模扩大过快、耕地减少迅速、用地结构复杂、权属混乱、污染严重、土地利用率较低等主要问题,其问题产生的深层原因是城市经济快速发展、开发区过多过泛、人口增长无序三方面。针对当前城乡结合部土地利用规划中的基本农田保护区划定、人口预测、基础数据采集、城镇用地规模确定等难点问题,提出了解决城乡结合部土地利用问题的规划对策。更多还原

【Abstract】 This paper indicated that the urbanization is the sum of the population urbanization、the land urbanization and the economy urbanization . Some problems which produced in the combination area of urban and rural on the urbanization are discussed, for example, the accelerated extension of urban scale、the accelerated decrease of cultivated land、the complex of land structure、the right confusion、the serious pollution and the low land use efficiency etc . The essential reasons are the accelerated urban economy、the more developing-districts and the population increase chaos etc. The difficult problems in the land use planning are also analyzed, for example, the protection area of cultivated land 、the population prediction 、the basic data gathering and the urban scale etc .
