【Abstract】 The examples of scientific and technological achievements’ translation and their roles in social development show that colleges and universities should take active parts in the local economic construction with their advantages in scientific and technological achievements. The cooperation between colleges and local governments and enterprises can benefit each other through improving exploitation level and quickening their exploitation and conversion.
