【摘要】 本文通过比较俄美两国危机管理机制的异同、利弊 ,探寻危机管理机制的普遍规律。并以此为鉴 ,探索建立健全我国危机管理机制的思路。由于错综复杂的人为或自然原因 ,当前引发危机的因素日益增多 ,并给公众生命财产、国家和社会稳定构成威胁。国家安全观也应与时俱进。必须从国家安全的战略全局认识危机 ,树立综合安全观 ;尽快制定我国国家紧急状态法 ,建立健全符合我国国情的危机管理机制 ;强化救援灾民的专业部门和队伍 ,早作应急预案 ,预防为主 ;充分发挥舆论媒介在危机管理中的作用 ,并加以规范管理。更多还原

【Abstract】 By comparing the similarities and the differences as well as the advantages and the disadvantages of the mechanism of administration in crisis of Russia and America, this paper aims to pursue the universal law of the mechanism of administration in crisis and, hopefully, to establish our own in our country. Due to the complex reasons either man-made or natural, the increasing elements that trigger the crisis will impose a threat to the life and property of the public, and the stability of country and society. Therefore, the view of country’s security ought to catch up with the pace of age. We should consider the crisis from the view of the overall strategic situation of national security, establish a comprehensive awareness of security, legislate for the law on state of national emergency as early as possible, and establish the mechanism of administration in crisis in accord with the state of our nation. Additionally, we should reinforce the specialized power to rescue victims, and make preparation beforehand to meet an emergency and put precaution in the first place. The mass media and public opinions should be sufficiently brought into the crisis administration and well governed.更多还原
