【Abstract】 W3C creates the technical specifications regarded by the Web Community at large as "Web standards", but to lead the Web to its full potential, it must ensure that its deliverables - W3C Recommendations - are implemented correctly. W3C has decided to take a new lead in improving the quality of implementation for W3C technologies.
