【摘要】 长期以来,我国公共事业用地一直采取行政划拨的方式供给,使土地资产的价值一直没有得到体现。随着我国社会主义市场经济体制的建立和运行,国土资源部于2001年10月22日颁布实施了新的《划拨用地项目目录》,克服了原来按"行业"和"用地主体"为标准进行划拨存在的许多弊端,大大缩小了无偿划拨用地的范围,但仍存在一些问题,文章试图从产权分析的角度,对公共事业用地供给方式进行再思考。更多还原

【Abstract】 Our country adopts government allocation method to supply public land for long time. This method does not demonstrate the value of the land resource. With the establishment and implement of socialism market economic mechanism, department of national land resource enforces the new "project catalog of land allocation " in Oct.22th.2001.New standard overcome many shortcomings of the old allocation standard which base the allocation of land on "industry " and "land use entity", thus reduce the extend of free land allocation. But there are still some questions. We attempt to use the theory of ownership to speculate the manner of public land supply.更多还原
