【Abstract】 For the purpose of business and personal benefit, while human being develop the societal economy, they contend to control water resources. Drain off sewage and garbage to the river as one pleases that caused water environment deteriorated in the natural rivers, lakes and the nearby area. The human common responsibility is to protect the natural rivers and water resources.
