【摘要】 江苏省建设占用耕地现象越来越严重,耕地保护面临着巨大的困难。该文利用经济学的均衡分析方法、制度分析方法及非线性动力学方法,初步探讨了耕地转化为建设用地的内在机制。边际产出的差距是耕地转化为建设用地的直接动力,目前存在的一些制度和政策降低了耕地转化为建设用地的交易成本,外资的涌入、经济的快速发展消除了资本的限制。根据其转化的内在机制提出如下建议:1)把耕地减少上升到社会问题的高度来认识;2)改变当前的征地方式;3)把耕地保护纳入政绩考核的范围;4)提高农业的产出。更多还原

【Abstract】 It is becoming more and more serious that large numbers of arable land is occupied by construction,and arable land conservation is facing gigantic challenges in Jiangsu Province.In this paper,the authors probe into the intrinsic dynamical mechanism that arable land is converted to construction land use as viewed from equilibrium,institution approaches and nonlinear dynamics,then come into the two conclusions:1) Different marginal output is the direct dynamics of arable land’s conversion to construction land use.2) Lower transaction cost and abundant capital provide good environment for land use change.At present,some institutions and policies reduce the transaction cost,meanwhile,foreign direct investment and rapid economic development remove the restriction of capitals,which make good preparations for the arable land’s conversion to construction land use.Additionally,it is argued that the change of technology and external environment,population increase,social factors and ideology can cause the shift of the demand curves.At last,four suggestions are advanced:1) treating the decrease of arable land as one of the social problems;2) changing the way of confiscating arable land;3) choosing the arable land conservation as one of the checking indices of the political achievement; 4) enhancing the output of agriculture.更多还原
