【Abstract】 Small and medium-sized enterprises cluster has been playing more and more important role in regional economic development. In order to encourage its development, the governments have taken the corresponding policies and measurs to construct the service intermediate system. Through the analyses of the dynamic mechanism of the development of small and medium-sized enterprises cluster, this paper has obtained the function principle of the service intermediate system.
