【Abstract】 Shenzhen Radio and Television University (SZRTVU) was founded on the guiding principle of quality distance education. The resources available to radio and television higher education have been utilized to the fullest. Using IT, a teaching, management and support services system network now spans the entire city of Shenzhen. Taking the campus as its hub, and with satellite service points in communities, the university adopted central co-ordination of the following: student recruitment and registration, student record management, teaching plans, teacher recruitment, development and utilization of teaching resources, compulsory courses and counseling, student support services, study group management, drafting and marking of examination papers, and examination results management. This can be described as the SZRTVU’s ’radiation model for open and distance education’.This model has the following characteristics and strengths: human, material and teaching resources can be optimally utilized; the quality of teaching can be ensured; resources can be used to the fullest; non-award bearing study programs can be developed; distance education can be used for the construction of a learning society in Shenzhen; and the model can be used to reform the teaching and management model of modern distance education. To further develop and improve this model, the development of SZRTVU system should be enhanced. Human resources have to be enhanced and technological creations and innovation ought to be encouraged. Experiments in reforming non-award bearing study programs and adult middle-level diploma courses should continue for the diversification of adult education.更多还原
