【Abstract】 The system of the appointment of the Soviet cadre started in Lenin’s time and formed in Stalin’s. As the sediment of the Russian Culture, it exited in a certain period of time, having its reasonableness. But the system of appointment would be abandoned in the modern society after all. Instead of reforming it in time, Stalin made it reach the peak of perfection. He left much trouble to the later.
