【Abstract】 Nowadays,high-new-tech industry is one of the most rapid growing and active fields in human lives. It has the far-reaching influence on reforming and resurgence the old industrial base of the northeast with its development. On the one hand,the high-new-tech advanced and optimized the structure of traditional industries. On the other hand,the high-new-tech industry also could be another increasing pole.
