【摘要】 以山东省为例,对1980年代以来城市总体规划修编与实施进行了回顾与思考,分析了当前城市总体规划存在的问题和修编的原因。针对社会转型、建立城市总体规划编制调整修编的动态机制、树立正确的城市规划价值观等问题,探讨了总体规划编制的新理念。从城乡统筹规划,土地利用规划,规划内容、方法、标准、时限、审批等方面,提出了城市总体规划编制改革的思路。更多还原

【Abstract】 With Shandong provinceas acase, this study reviews the revision and implementation pro- cessof urban comprehensiveplanssince 1980’s. By analyzing the key problems and reasons of planning revision, it presents some new ideas in the light of social transformation, dynamic mechanism of revi- sion and value preference. It also puts forward coun- termeasures to reform the making of comprehensive plan in the aspects of urban-rural integrated plan, land-use plan, the content, methodology, standards and time limit of the plan.更多还原
