【Abstract】 Many failures of government reforms results from much emphasis on the content of the reforms so that the approach is neglected. In fact, many reforms fail in the stage of implementation or encounter thorough confrontations or remains as a symbol. This paper, with Mauritius reform as an example, through the analysis of factors in success or failure (including maintenance of the original state), aims to prove that, to achieve any substantial achievement, a forceful propelling energy of the central government is needed. The British "Citizen Constitutions", which holds a transformation from process management to result management, provides an approach to reforms as a reference.更多还原
