【Abstract】 Before the reform, the state-owned enterprises in china have got multiple goals, including justness and efficiency. Having multiple goals is considered to be an important reason for the low efficiency. Is it possible to have a single goal? Macrocosmically, the goals should include both: justness and efficiency, but there should be an order of priority; Microcosmically, different goals should break up among different enterprises; besides, there should be a single goal and differences among different goals.更多还原
