【Abstract】 The “Two Overall Situations" ideology is the core of Deng Xiaoping’s strategy to manage state affairs. The basic meanings of this ideology are to refuse equalitarianism and advance the economic society from imbalanced development to balanced development so as to realize the ideal of becoming rich in concert.
