【Abstract】 Teaching staff in the main body in education resources. Its level and arrangement are the important keys to teaching and training quality in the school education. It is also the key point to build a teachers’ team of higher level for vocational education and training in the innovation and technical education of development. Teachers training should be combined with the schools’ development and their major features to construct an incentive mechanism, cultivate training environment, provide better conditions, import qualified resources and build training network.
