【摘要】 农民是当今中国积贫积弱的庞大社会群体 ,增收致富是中国绝大多数农民的根本利益 ,也是我党农村政策的根本出发点和落脚点。然而 ,近几年农民收入增长十分缓慢 ,城乡收入差距再度扩大至历史巅峰 ,这种状况已经严重影响我国继续保持国民经济高速增长的局面。正是在这一背景下 ,诞生了我党和政府关于促进农民增收的“一号文件”。我国农民收入增长为何如此缓慢 ?农民负担为何如此之重 ?如何使农民收入增长进入“快车道” ?本文主要以这些问题为主线 ,通过对农民收入及负担现状的分析 ,初步阐述了造成这种现状的原因 ,并进一步探寻了在市场经济体制下的农民增收之路更多还原

【Abstract】 Peasants constitute the most part of the poor in China .Increasing their income and making them become rich, which are the fundamental interests of China peasants, are the basis of urban policies of our Party. However, the peasants’ income has been increasing rather slowly during the recent years and the income disparity has extended to the top again compared with the past. This situation has seriously affected the economy growth of our country. Just under this background, the No.1 Document of our Party and government, which help peasants increase their income, has emerged. Why Chinese peasants’ income has been increasing so slowly? Why there is such heavy burden on them? How to increase peasants’ income rapidly? The article is mainly around these questions. Through the analysis of the current situation about peasants’ income and burden, the article brings the cause for it to light and furthermore finds some market-based policies for increasing peasants’ income.更多还原
