【摘要】 老工业基地的调整和改造是我国实现经济协调发展的战略问题。由于市场的非万能性 ,决定了在老工业基地的改造中 ,地方政府将发挥着重要的作用。但是我国老工业基地改造中地方政府的能力有缺失 ,所以要寻找出有效途径来提升老工业基地的地方政府能力 ,才能使老工业基地的经济重新振兴更多还原

【Abstract】 The old industrial base reform is a strategic issue realizing economic development coordingately. Since market cannot solve all problems, the local government should play an important role in the old industrial base reform.
